Apartment Buildings Are Turning Into Airbnbs and the People Living There Have Almost No Recourse

A landlord realizes a unit earns more as a nightly rental than a lease. Tenants get pushed out through non-renewal, buyouts, or harassment, and the apartment reappears on Airbnb days later. A December 2024 ProPublica investigation estimated roughly 7,500 illegal short-term rental listings in Los Angeles multiunit buildings alone, about 60% of that city's market, with only a small fraction of violators ever cited. Enforcement is real in a few cities and functionally absent almost everywhere else.

City housing enforcement agencies

A B2G sale is more realistic here than a consumer product — individual tenants have neither the leverage nor budget to buy a monitoring tool.

Tenants displaced by an illegal short-term-rental conversion

The directly harmed party, who currently must gather their own evidence for a wrongful-eviction claim with no proactive detection tool on their side.

Long-term tenants in tourist-heavy neighborhoods

Renters whose landlords can earn more from nightly stays.

Neighbors and building associations

Regulation

NYC's Office of Special Enforcement reports registered Local Law 18 hosts crossed 3,522 in FY26 (460+ new registrations), while denying 65 applications tied to rent-regulated units, keeping 618 affordable units out of the STR market — three years into the law, framed by the city as evidence it's working, not just deterring.
